Other significant areas of development have been in the health, welfare and housing sectors. In terms of the health service there was a major investment in the provision of hospital services, clinics, and specialist centres aimed at schools, mother-and-child care centres, and dental facilities. Initially development was targeted on quantitative development in all sectors and in both the rural and urban environment but from 1975 the emphasis changed to qualitative improvements and the regulation of the sector.
Some gains were made with production increases because of the expansion of arable land and higher productivity resulting from mechanization and the introduction of modem methods. Animal husbandry also improved through the provision by the government of veterinary services and the establishment of a poultry industry. Fishery production has also improved through government provision of boats and fishing equipment. The main problems facing the sector are the dearth of arable land and the lack of water; groundwater depletion was continuous in the absence of conservation measures.
