There might be no better occasion in future’. Resistance to ‘comprehensive reform’ was abundant and widely distributed among national capitals, but the possibility of a broad-ranging IGC in 2000, as opposed to a narrow one, was at least placed on the Union's agenda. The Santer Commission kept a low profile during the Amsterdam IGC. 3 Yet, member states effectively ignored the Commission's preferences on three issues of crucial importance to Santer: ‘new’ external trade issues (services and intellectual property), the High Representative for the CFSP, and the communitarization of Pillar III (see Moravcsik and Nicolaïdis 1999).

The point was illustrated by Prodi's calls for a new ‘European army’ during the Kosovo crisis. An EU defense capability will not be constructed quickly and Eurosceptic parties can be expected to rally around the issue. However, a stunning U-turn by the UK, after Blair's passionate insistence on the primacy of NATO at the Amsterdam summit, meant that the EU's three most powerful member states shared a broad agenda on defense (see Chapter 18 below). Germany's modest, but symbolically potent military contribution to the Kosovo campaign also shifted the debate.

They also provide a strong impression of the methodological pluralism that characterizes the area of EU studies in the contemporary era, and thus in a sense of the ‘state of EU studies’. There are, though, a number of threads that run through all of the chapters, and that relate back strongly to our themes: risk, reform, resistance, and revival. Among these themes, the following stand out: • The development of the ‘EU order’, not just in terms of formal institutions but also as a normative order engaging the social forces at play in the Union.
