As defi ned here, a traditional rule-based Weberian bureaucracy may in some areas be an incarnation of the impartiality principle, but so may professional standards that are based on strong commitment to the policy goals while implementing these goals with a high degree of flexibility, be they the reduction of poverty, the preservation of forests (Kaufman 1960), or an active labor market policy (Rothstein 1996).
