48 The prince, it was stated, expected to present to the sultan within a short time a project of reforms which would demand a complete rearrangement of the governmental machinery. On February 12, 1867, such a draft was, in fact, circulated in Istanbul by Halil Serif Pa§a, a cousin of Mustafa Faztl, who was later to marry Faztl's daughter. 49 Halil Serif Pa~a was a Turk whose father had emigrated to Egypt to serve as one of Mehmed Ali's captains. Halil himself, after having received a European education, had entered the diplomatic service of the Porte.

On the other hand, a stream of letters had begun to pour into the London headquarters of the Young Ottomans, to the effect that the arrival of Mustafa Faztl had done little to change the political situation and that the sultan himself was preparing to change the rule of succession. Thereupon Ziya Pa~a sent two letters on this subject to the capital, which were widely publicized. 84 Mustafa Faztl replied by praising Ziya but still complaining of the "blundering" of the Muhbir. Considerable confusion was created in the minds of the Young Ottomans exposed to these crosscurrents.
