The author was economic adviser to the Omani government in 1972-75, an important period of social and economic development. Because of its timing and the background of the author, this work is important for an understanding of the first five years of the reign of Sultan Qaboos. However, the author is highly critical of the mistakes that were made and of the early development of the new infrastructure, without giving a great deal of credit for social and economic improvements.
