The House of Nassau has remained on the throne ever since. On 28 September 1919 a referendum established that an overwhelming majority of the people wished to retain the monarchical form of government. At the same time the Grand Duchy withdrew from the Customs Union with Germany, entering into a similar union with Belgium in 1922. In 1944, after traumatic experiences during the Second World War, Luxembourg became a founder of the Benelux Customs Union, which linked it economically with the Netherlands and Belgium and which formed the core of the European Economic Community.
At the end of the Middle Ages the Luxembourg dynasty gave four emperors to Germany, four kings to Bohemia and one king to Hungary. The illustrious names of Henry VII, John the Blind (the most popular national hero), Wenceslas, Charles IV and Sigismund evoke a period when Luxembourg played an important role on the international stage. In 1354 Charles IV, Holy Roman Emperor and Count of Luxembourg, made the country into a duchy, but a century later Burgundian troops captured Luxembourg. The next 400 years saw Luxembourg being dominated by various foreign powers, a situation which brought little Page xiv more than dependence and poverty.
