Japanese foreign policy, in the post-war period, however is characterised by an allencompassing sense of pragmatism that de-emphasises the role of purposive international behaviour.

In the context of increased support for East Asian regionalism, these suggestions are understandable. The peace clause of the Japanese Constitution suggested that Japan would rely on the United Nations to guarantee its international security. However, the Cold War security structure meant that reliance on multilateral institutions was impracticable as state policy.
